I was searching for Apache Hadoop 32 bit compiled native binaries for Windows. But I didn't succeed finding one. So I decided to put my hands on to compile it on my own.
And finally here it is. You can download the 32 bit binary package for Windows from the following link.

Cygwin is not required to install and run Hadoop 2.7.1 in Windows.
